Staff and Structure of Volost and Uyezd Military Commissariats in Mordovia in 1918 — 1920

Abstract

Introduction. The study of the historical experience of the activities of military commissariats, the personnel formation and its structure becomes especially important and relevant in a period of unstable foreign policy situation in the world. In connection with this circumstance, the study of the activities of uyezd and volost commissariats, which were the lower levels in the hierarchy of organizations for military affairs, will acquire great importance. Their activities have been little studied in the regional aspect. The main attention in the article is given to the Saransk uyezd and Cherevatovsky volost commissariats of different governorates (Penza and Nizhny Novgorod, respectively).

Materials and methods. The main sources for studying the function of volost and uyezd commissariats were materials extracted from the funds of the Central State Archive of the Republic of Mordovia. Due to comparative, causal and historical-systemic methods, an analysis of the activities of the Saransk uyezd and Cherevatovsky volost military commissariats was made.

Results and discussion. Many works have been devoted to the study of this topic, but the process of formation and development of the lower levels of commissariats has not been reflected in modern literature, the issue of forming the structure of uyezd and volost commissariats, their mobilization, and the organization of universal military training in the conditions of the Civil War has not been studied. In this article, based on the available archival data, the author summarized the information and drew conclusions about the formation of volost and uyezd military commissariats.

Conclusion. The commissariats were made in the conditions of the Civil War and the formation of a new state. The process of establishment of the military foundation was complex and ambiguous, as it took place in the conditions of a total lack of military specialists. The rapid growth in the number of military recruiting offices was observed throughout the country, despite the difficult conditions in which they were made. According to the leaders of the Soviet government, the authority and influence of the military recruiting offices increased significantly when the leadership of the commissariats for military affairs merged with the executive committees of the Soviets of Workers’, Peasants’ and Red Army Soldiers’ Deputies.
