The Fight against Crime in the Documents of Regional Authorities of the Era of Late Socialism

Tumakov D. V.

Abstract

Introduction. The issues of combating crime in the era of late socialism currently remain poorly understood. The purpose of this work is to study the activities of local elites and law enforcement agencies in confronting crime in the 1960s — 1980s.

Materials and methods. The article analyzes the documents of the party-Soviet authorities of the Yaroslavl and partly Vladimir regions. It is based on problem-chronological and historical-comparative methods.

Results and discussion. The study and analysis of archival documents made it possible to determine the most common types of crimes in the province in the era of Leonid Brezhnev. Particular attention of the authorities and law enforcement officers was occupied by cases of embezzlement and hooliganism. There have been noticeable positive changes in the daily work of the police. It actively fought against all kinds of violations of the law, scrupulously analyzing their causes. Party-Soviet authorities at the district, city and regional levels invariably supported law enforcement officers. Some shortcomings in the work of the police, encountered at that time and suppressed by the command, are also given.

Conclusion. As a result of the study, it was possible to identify the existence of strong control of the party-Soviet authorities over the activities of the police. At the same time, the shortcomings of the economy and management in general did not allow law enforcement officers to achieve more in eliminating offenses.
