The Formation of Soviet Healthcare (on the example of Temnikovsky District of Tambov province)

Abstract
Introduction. The article examines some aspects of the development of healthcare in the Temnikovsky district of Tambov province in the first post-revolutionary years, analyzes the fight against epidemic diseases, and examines the financing of medical institutions.
Materials and methods. The main materials for writing the article were documents extracted from the funds of the Central State Archive of the Republic of Mordovia. In the course of the work, the principles of scientific objectivity and historicism were used, as well as systematic, retrospective and problem-chronological methods.
Results and discussion. The formation of the Soviet health care system in counties and county towns took place in difficult socio-economic conditions of the Civil War. The level of sanitary conditions was extremely low, and epidemics of typhus and “Spanish flu” were rampant in many regions of Russia. The situation in healthcare was complicated by the fact that there were not enough medical workers, hospitals, medicines were missing, pharmacies were closed. In order to change the situation, it was necessary to establish a new, unified healthcare system.
Conclusion. During the Civil War, the beginning of a unified state, centralized health care system was laid, which provided the population with the necessary medical care. The work in the field of healthcare carried out in the early years of Soviet power in Temnikovsky district of Tambov province had the main positive result: despite low funding and lack of qualified medical personnel, it was possible to cope with the raging epidemics of infectious diseases.
