Problems of Placement and Employment Re-emigrants in the Middle Volga Region in the Post-War Period

Abstract

Introduction. The issue of social assistance to the population by local authorities in the post-war period is little studied. In this regard, the purpose of this study is to determine the role of local Soviets of Workers’ Deputies in providing social support to remigrants in the Middle Volga region of the post-war period.

Materials and methods. The article analyzes the documents of the regional resettlement departments of the Middle Volga region. The work is based on systemic and historical-typological research methods.

Results and discussion. An analysis of archival materials made it possible to determine the number of remigrants settled in the territory of the Kuybyshevsky and Ulyanovsk regions. Particular attention is paid to the provision of newly arrived citizens by local authorities represented by the resettlement departments of local Soviets of Workers’ Deputies with living space and their employment. Despite the efforts of local authorities, some of the remigrants remained without their own housing for a long period of time and were forced to live in rented apartments and dormitories. In this article, we have clarified the professional qualifications of newly arrived citizens settled in the Middle Volga region. It should be noted that the majority of remigrants’ real professional training did not coincide with that indicated in the accompanying documents, which made it difficult for the employees of the resettlement departments to find them a job.

Conclusion. In the course of the study, it was found that the local Soviets played an important role in providing social assistance to newly arrived Soviet citizens. It is possible to continue the study of social support by local authorities for various strata of Soviet society.
