Analysis of the conceptual and principal foundations of a circular economic system model

Abstraсt
Introduction. This article is devoted to the analysis of the conceptual and fundamental foundations of the circular economic system model. The circular economy implies the creation of a closed economic system, which implies conditionally waste-free production, aimed at saving natural resources and reducing waste generation. Russia, being a resource-surplus country in terms of natural resources, at first glance, is less interested in introducing such an economic model. However, upon a detailed examination of the conceptual foundations of the model, it becomes obvious that it is much broader, including, among other things, lean manufacturing methods, reducing supply chains due to circularity, reducing costs, offsetting economic integration, which is of particular importance for Russian enterprises in conditions of sanctions pressure on the economy.
Materials and methods. The theoretical basis of the study is the provisions of economic theory; scientific principles of knowledge management and innovation; researches of scientists on the problems of innovative development of industrial economic systems of various levels. The main methods of this study are the methods of analysis, synthesis and generalization.
Results and discussion. The study analyzes the conceptual and fundamental foundations of the circular economic system model. The authors developed a matrix of circular economy methods taking into account the stage of the product life cycle for different levels of the economy. The creation of a circular economic system in the region implies a certain compromise between industrial symbiosis and a cluster, including enterprises using a linear model, but creating a closed cycle by means of creating a natural reverse supply chain, when the waste of one enterprise becomes a resource for another.
Conclusion. Based on the results of a comparative analysis of existing approaches to the definition of the concept of a circular economy, carried out in the article, the author’s fundamental foundations of the model of a circular economic system were formulated. Its features are formulated at the meso-level.
