Activity of the Prosecutor’s Office of the Ulyanovsk Governorate in 1924 — 1928

Abstraсt

Introduction. At present, the issue of the activities of the Soviet prosecutor's office is one of the most relevant and important in domestic and foreign historiography. During the years of the new economic policy, the prosecution authorities, operating in difficult socio-economic and political conditions, played a leading role in ensuring law and order and the smooth operation of the entire law enforcement system as an effective mechanism. To date, the activities of the prosecutor's office of the Ulyanovsk governorate are not reflected in scientific works at all, which in turn enhances the uniqueness of the study and gives it a great public attention.

Materials and methods. Materials and methods. The research materials were published and unpublished historical sources. A significant proportion of materials were archival documents that were first introduced into scientific circulation and withdrawn from the funds of the State Archives of the Russian Federation, the State Archives of the Ulyanovsk Region and the State Archives of Recent History of the Ulyanovsk Region. In the course of the work, a set of general scientific, special-historical principles and methods of scientific research was applied, among which the main ones were: descriptive-narrative, problem-chronological, comparative-historical, historical-systemic and statistical analysis methods.

Results and discussion. Through the involvement of a wide range of sources, the author examined the main activities of the prosecutor's office of the Ulyanovsk governorate in 1924 — 1928, special attention was paid to the analysis of the functions of general supervision over the observance of the rule of law and the maintenance of state prosecution, as well as the role of the Soviet prosecutor's office in the law enforcement system.

Conclusion. In the course of research, it was found that the Bolsheviks managed to form an effective law enforcement structure and take legal relations under full state and party control. The author revealed that, within the framework of general supervision, the prosecutor's office widely used the institute of workers' correspondents and the press, complaints and statements from individuals, reports from institutions, carried out surveys of the activities of Soviet institutions and enterprises, while using methods of overt and covert surveillance.
