Abstraсt
Introduction. During the period of strict restrictions imposed to prevent the spread of dangerous coronavirus infection, small enterprises with a narrow specialization, a small number of partners and no safety margin have suffered. To establish how small business owners reacted to a sharp change in business conditions, whether they were able to adapt and survive the extraordinary shocks of the COVID-19 pandemic is the purpose of this article.
Materials and methods. The information base of the study is the data of the Federal State Statistics Service. The literature review has been prepared using the logical method and critical analysis (from an industry perspective). The analysis was carried out in the sectoral context. Such type of economic activity as trade was considered separately. The main method of economic and statistical analysis was the method of relative values, which was used in the calculation of growth rates, specific weights, deviations. The comparison was carried out for the federal district and in comparison with the all-Russian indicators.
Results and discussion. The analysis showed that quantitative and qualitative changes took place in the small economy sector of the Volga Federal District in 2020 and 2021. During the pandemic, small trading enterprises, especially those working in the retail sector, suffered greatly. The increase in retail trade turnover of small enterprises exceeded the inflation rate only in the Republic of Bashkortostan. In the Republic of Mordovia, Nizhny Novgorod, Samara and Saratov regions, the indicator was below the level of 2019 even in actual prices.
Conclusion. The leaders in the development of small businesses are the Republic of Tatarstan, Nizhny Novgorod and Samara regions, whose experience deserves to be studied and disseminated. The greatest lag in the level of development of small businesses in 2021 was observed in the Republic of Mordovia and the Republic of Mari El. The greatest negative changes in the number of employees and turnover of small enterprises during the pandemic occurred in the Republic of Bashkortostan and the Penza region. It is proposed to introduce additional measures to protect small trading enterprises.
