Mobilization of the Population by the Military Committees of the Soviet Authority in the Territory of Mordovia in 1918 —1920

Аbstract

Introduction. The article is devoted to the consideration of the process of mobilization during the Civil War of 1918 — 1920 on the territory of the Mordovian region, which took place during the difficult period of the formation of Soviet power. Like the collection of material resources, it was accompanied by opposition from the population, mainly the peasantry. After total mobilization during the First World War, military registration and enlistment offices were faced with economic problems: a drop in living standards, production, agriculture, and a lack of working population. Waves of mobilization grew depending on the situation at the front and the emergence of new problems associated with various anti-Soviet forces, illegal gangster groups, and peasant uprisings.

Materials and methods. The main sources for studying the activities of volost and district commissariats were materials extracted from the funds of the Central State Archive of the Republic of Mordovia. Using comparative, cause-and-effect and historical-systemic methods, an analysis was made of the activities of the military registration and enlistment offices of Mordovia in the field of mobilization of the population, collection of military-technical equipment, horses, carts for the needs of the Red Army.

Results and discussion. Quite a lot of work has been devoted to the study of this topic in domestic science, but the process of formation and development of lower levels of commissariats in the field of mobilization in the national regions of Russia has not been reflected in modern literature, and the issue of methods of encouragement and propaganda for the successful recruitment of military personnel into the Red Army in the context of a declining economy of the country and impoverishment of the population  has not been studied. Based on archival data, the article attempts to summarize the available information and draw conclusions.

Conclusion. Mobilization waves on the territory of the Mordovian region were partial, when specialists of the required profile, military or civilian, were recruited, or people of a certain age were conscripted. The intensity of mobilization depended: firstly, on the position of the Red Army at the front, the need to hold the front or carry out an offensive; secondly, from new conflicts breaking out (for example, with Poland), which accordingly caused the need to replenish certain armies to solve emerging tactical problems within the Red Army troops.
