Methodical Support Development for Potential Assessment of the Agro-Industrial Region Clustering

Abstraсt

Introduction. In the context of unprecedented external challenges, increasing problems of ensuring food security and import substitution there is a need to ensure sustainable development of the regional economy as a whole and its branches, including the agro-industrial complex, as the products of this sector is one of the most necessary for human life and represents a kind of catalyst, reflecting the level of organization of production activities, etc. Existing best practices show that these problems can be largely solved by clustering regional agro-industrial enterprises, as regions with dedicated clusters achieve higher indicators of social and economic development and living standards of the population. In this connection, the research of prospects for the formation of regional agro-industrial clusters acquires special theoretical, methodological and practical significance, to substantiate the strategic directions of development of the region to ensure sustainable development and increase the competitiveness of the regional economy as a whole.

Materials and methods. The information base of the study was compiled by the official statistics of Russia and Mordovia. In the study and processing of materials the following economic and general scientific methods of research were used: analytical, graphical, economic and statistical, analysis and synthesis, observation, method of comparative analysis, system approach, method of data grouping, logical generalization, coefficient method, method on the basis of calculation of the integral indicator, method of expert estimation, etc.

Results and discussion. The results of systematization and critical review of the main methodical approaches to assessment of the potential of regional agro-industrial complex clustering are presented and the main indicators that characterize the potential of clustering are defined. A methodical approach to the assessment of the potential of regional agro-industrial complex clustering has been developed and an organizational model for its implementation at various decision-making levels has been developed. On the example of the Republic of Mordovia verification of the made methodical recommendations was made and confirmation of their universality and practical applicability was obtained.

Conclusion. Results of verification of proposed methodical recommendations on assessment of cluster potential of the agro-industrial complex of the Republic of Mordovia on the basis of calculation of localization coefficients, Specialization and per capita production of agro-industrial complex products confirmed the hypothesis put forward in the research process about the possibility and feasibility of creating a cluster in its territory in the agro-industrial complex.
