The Daily work of the Governments of the Autonomous Republics of the Volga Region in 1937 — 1953 (based on the materials of the Mari, Mordovian and Chuvash ASSR)

Abstract

Introduction. Currently, the issues of the daily work of Soviet authorities and management at the regional level are among the little-studied elements. The problems considered in the article are of a particular relevance in the light of the constant reform of the state system of modern Russia, in the implementation of which it is advisable to take into account the experience of the relatively recent Soviet past.

Materials and methods. The article is based on documents from the funds of the regional archives of the republics of Mari El, Mordovia and Chuvashia. The basic principles of historicism and objec­tivity, as well as comparative historical, systemic, problem-chronological methods were used in the processing of materials.

Results and discussion. Based on the analysis of the documents, a number of aspects of the daily activities of governments — Sovnarkoms (since 1946 — Councils of Ministers) are considered Mari, Mordovian and Chuvash ASSR in 1937 — 1953. Attention is paid to the working conditions of government members and staff, the problems faced by regional authorities during this period. Some aspects of the lifestyle and privileges of the republican Soviet nomenclature are touched upon.

Conclusion. During the period under study, the governments of the autonomous republics faced a number of problems in their daily activities, including excessive workload, formalism, poor working conditions, lack of premises, etc. Attempts to solve them by the leadership of the Councils of Ministers turned out to be insufficiently effective, and widespread criticism of certain aspects of the functioning of the authorities did not cause real changes in the work of the regional units.
