Historical Experience of the Functioning of the Agricultural University during the Reforms of the 1990s (a Case Study of the Chuvash State Agrarian University)

Abstract

Introduction. The Chuvash Republic has been an agrarian region of the country for many years, and therefore, in order to develop it, agriculture has become a priority. Chuvashia, as an independent administrative-territorial unit, began to exist and acquire its own statehood in 1920, when the Chuvash Autonomous Region was formed. Changes in the state structure required the formation of new governing bodies, the development of social conditions for the population and economic growth. All this largely depended on the formation of human resources for the sustainable functioning of the newly formed autonomy. The problem of shortage of professional personnel began to take on a dominant position.

Materials and methods. At the head of the scientific and theoretical base of the article are the scientific principles of historicism, objectivity, social approach, alternativeness, which basically reflect the study of various processes, taking into account the dynamic development and interaction of elements.

Results and discussion. On May 22, 1931, a decree was issued by the Council of People’s Commissars of the USSR on the establishment of the Chuvash Agricultural Institute, which exists and is successfully functioning at the present time. The name of the university has changed several times, raising the status of an educational institution. In the 1990s Institute, having gone through the difficulties of political and economic transformations in the country, managed not only to defend its demand among the population, but also to significantly increase it. This was reflected in raising the status of the educational institution to the level of an academy, opening new faculties and departments, specialties in demand. Postgraduate studies and dissertation councils begin to operate at the university.

Conclusion. At present, education at the Agrarian University of Chuvashia, having gone through its history of more than 90 years, is in demand in order to train personnel, agricultural specialists for many regions of Russia.
